Stefan Cibian

Executive Director, Fagaras Research Institute


Dr Ștefan Cibian is co-founder and executive director of the Făgăraș Research Institute. Stefan is an Academy Associate with Chatham House – The Royal Institute of International Affairs, Africa Programme, he is also teaching courses related to international development at Babeș-Bolyai University and manages Cibian Consulting S.R.L. Concerns teaching and research, Stefan is focused on development and statehood in Sub-Saharan Africa, CEE, and the EU – Africa relations, development policy, international relations theory, peacebuilding, democratisation, civil society, migration, and human rights. Stefan is the President of FOND, the Romanian NGDO Platform, the Treasurer of CONCORD – the European NGO Confederation for Humanitarian Aid and Development. He is also a board member for the following organisations: ARCADIA – The Romanian Association for International Cooperation and Development, Țara Făgărașului Community Foundation (FCTF), UiPath Foundation, and the Foundation for Youth Involvement (FIT). Stefan obtained his PhD degree in Political Science and International Relations (2012) and his MA in Public Policy (2006) at Central European University (CEU), as well as a BA in Political Science at Babeș-Bolyai University in Cluj-Napoca.

Stefan published a paper on Africa–CEE relations in 2017: Central and Eastern Europe and Sub-Saharan Africa: Prospects for Sustained Re-engagement (Chatham House Research Paper, 2017) and more recently an expert comment on the occasion of the ACP-EU Inter-parliamentary Assembly meeting in Bucharest: A Growing (Re-)Engagement between Central and Eastern Europe and Sub-Saharan Africa.
