Frank Spengler was born on 2/2/1955 in Ziegenhain/Germany. After military service and studies of economics, he joined first the University of Marburg as academic assistant and later, as of 1/1/1981, the Konrad-Adenauer-Stiftung (KAS). He was in charge of the KAS country programmes of Tanzania, Zimbabwe, South Africa, Turkey and the Czech Republic and Slovakia. He was deputy head of the department of European and International Cooperation of the Konrad-Adenauer-Stiftung from 2006 to 2012. From September 2012 until end of 2020 he was the Resident Representative of KAS in Hungary.
